Why does Apple issue threat alerts?

Many Apple users, including political leaders like Shashi Tharoor, Priyanka Chaturvedi, Raghav Chadha, etc. received the message,

As the message read “state-sponsored attacked”, opposition leaders and parties took jabs at the Centre, using terms such as ‘Snoop Raj’ and ‘Peeping Toms’.

Opposition's Reaction

“Threat intelligence signals that are often imperfect and incomplete.” Further adding that these messages could be false alarms.
