Growth In Tier II And Tier III Cities

Recent reports indicate that Tier II cities in India are emerging as critical markets for electric two-wheelers. According to Bloomberg NEF, these cities have outpaced major metro cities in electric two-wheeler sales, with significant growth observed in cities such as Jaipur, Surat, and Nagpur.

In FY 2023, Tier II and III cities accounted for 49% of electric four-wheeler registrations, which increased to 58% in FY 2024 and to over 65% by November 2024. Further, this adoption is driven by private vehicles and this trend highlights a growing acceptance of EVs among consumers who are increasingly looking for economical and sustainable personal mobility options.

Market Dynamics

Electric two-wheelers dominate the Indian EV market, capturing almost 60% of the new EV sales. India is a majorly two-wheeler market due to the affordability and convenience for short-distance travel, which is common in smaller urban areas. 

The total cost of ownership (TCO) for electric two-wheelers is significantly lower compared to traditional internal combustion engine (ICE) vehicles, making them an attractive option for many consumers.

Government Support And Policy Framework

Government support and incentives play an important role in promoting EV adoption. The Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME-II) scheme provided substantial subsidies and reduced the upfront costs of electric two-wheelers under the scheme by up to 20%.

Additionally, state government level support complements these efforts by offering further incentives on EVs such as reduced road taxes and support for local manufacturing.

Challenges To Adoption

Infrastructure Gaps

Despite increasing adoption of electric vehicles, several challenges hold back wider EV adoption in Tier II and Tier III cities in India. One major challenge even highlighted by potential customers is the lack of charging infrastructure.

While Tier 1 large cities are seeing an expansion in the number of charging points, smaller cities often have much more limited access to public charging facilities. However, the more compact size of these smaller cities means that extensive charging networks may not be as critical as in larger cities like Delhi or Bengaluru.

Home charging solutions in such smaller towns may be more feasible due to a higher % of independent houses, which means vehicle owners probably have a permanent parking spot along with the ability to install chargers with ease.

Financial Barriers

In a country like India, affordability will always remain a key concern with respect to adoption. Many potential vehicle owners in rural areas may still find electric vehicles financially out of reach due to higher upfront costs and without access to financing options which are comparable to ICE vehicles.

The higher upfront cost can be a roadblock despite lower operational costs over time. Financial support mechanisms tailored to these demographics are essential to facilitate greater adoption.

Strategies For Enhancing Adoption

Development Of Affordable Solutions

To increase electric vehicle adoption in rural India, auto OEMs must focus on developing more economical models tailored to the needs of consumers in small town India. This includes producing entry-level affordable electric two-wheelers with lower specification, while maintaining quality and performance comparable to ICE two-wheelers.

Expanding Financing Options

Introducing flexible financing solutions can help counter higher upfront costs for potential customers. Micro-financing models or partnerships with local public sector and cooperative banks could provide easier access to loans specifically designed for purchasing electric vehicles in smaller towns in India.

Enhancing Charging Infrastructure

While extensive charging networks may not be as necessary in Tier I and II cities unlike metro cities, establishing a minimum number of charging points is still crucial to lay to rest charging anxiety which many consumers face. 

Collaborating with local governments and private enterprises to install charging stations can enhance accessibility for buyers. Additionally, promoting solar-powered charging solutions can provide sustainable energy sources for rural users.

Awareness Campaigns

Consumer education plays a vital role in driving EV adoption, and this may be even more critical in smaller cities. Awareness campaigns highlighting the benefits of EVS, such as lower running costs and environmental impact, can shift consumer perceptions. Engaging local communities through workshops and demonstrations can help demystify electric mobility.

Leveraging Government Initiatives

Continued government support through policies that incentivise manufacturers to produce affordable EVs is essential. Programs like the PM E-Drive scheme aim to make EVs more accessible; however, they need to be expanded further into rural areas.

The potential for electric vehicle adoption in Tier II and III towns in India is immense, driven by changing consumer preferences towards more economical and sustainable transport.
