Delhi Mulls Barring Non-EV Two-Wheeler Registrations From August 2026

The newly elected Delhi government is reportedly mulling banning registrations of non-EV two-wheelers from August 2026 under its Electric Vehicle Policy 2.0.

According to a Hindustan Times report, the new policy will propose that every third private car purchased in Delhi households must be an EV and no fossil fuel-run three-wheelers should be registered from August this year.

The report said that the policy has received in-principle approval from Delhi transport minister Pankaj Kumar Singh and will be presented to the state cabinet soon. The policy aims to accelerate the transition to electric mobility and strengthen Delhi’s position as a leader in EV adoption in the country.

The new EV policy will look to phase out fossil fuel-led public transport in a systematic manner. For instance, the state government will stop registering non-EV passenger and carrier three-wheelers from August this year. Moreover, all autorickshaws older than 10 years will be either replaced or retrofitted with electric autorickshaws.

It will also propose that the state stop renewing CNG auto permits from August this year and all such permits be either substituted or reissued as e-auto permits.

Besides, the fleet of state civic agencies such as the Municipal Corporation Department (MCD) and Delhi Jal Board (DJB) will be electrified 100% by 2027.

The state government also plans to bolster the EV infrastructure by establishing 13,200 new charging stations, ensuring a charging facility at every five kilometre stretch.

Citing officials, the report said that the new policy intends to ensure that 95% of all new vehicles registered in Delhi are EVs by 2027. It aims to take this figure to 98% by 2030.

According to Vahan data, the number of EVs registered in Delhi rose 16% to 85,285 units in 2024 from 73,683 units in the previous year.

This comes at a time when Centre and various states are taking measures to promote adoption of EVs. For instance, Karnataka unveiled its Clean Mobility Policy 2025-30 earlier this month to attract INR 50,000 Cr investment from the clean mobility value chain and also plans to build a testing track and state-of-the-art EV cluster with common infrastructure to boost EV manufacturing .

The Tamil Nadu government, in the budget for FY26, proposed a new scheme under which 2,000 gig workers will receive a subsidy of INR 20,000 each for purchasing new two-wheeler EVs.

Last year, the Centre also notified the INR 10,900 Cr PM E-DRIVE scheme, which will provide subsidies to manufacturers and shore up charging infrastructure.
